EETS


EETS (European Electronic Toll Service) allows tolling of vehicles using a single on-board unit, one user account and one contract with the chosen EETS Provider in all EETS domains. With this service, the tolling process on the roads of the European Union countries with already operating ETC systems (including Poland) will be simplified. The service is optional and complementary to electronic toll collection system deployed on roads network managed by General Directorate for National Roads and Motorways.


Terms and conditions regarding EETS implementation are laid down in:

·         Directive 2004/52/EC of the European Parliament and of the Council, on the interoperability of electronic road toll systems in the Community, issued on 29th April 2004.

·         Decision 2009/750/EC of the European Commission on the definition of the European Electronic Toll Service and its technical elements (EETS Decision), issued on 6th October 2009.

The EETS Provider will provide the user with an on-board unit to be installed in the vehicle. The on-board unit is necessary for transmitting data required to calculate the right amount of toll to be paid. This device has to meet certain technical requirements – it should be interoperable and capable of communicating between electronic toll collection systems, deployed in different toll domains. It must be compatible with all of the technologies specified in Directive 2004/52/EC (ie. DSRC, satellite system GNSS, GSM).

Revenue collected by GDDKiA from the EETS Providers, contractually bounded with GDDKiA as a Toll Charger, will be an income of the Polish National Road Fund.

These new regulations apply to areas with operational ETC only.

 

According to EETS Decision, each Toll Charger is required to develop and publish an EETS domain statement, setting out the general terms and conditions for accessing its toll domain for EETS Providers.
